To improve the efficiency and effectiveness of the health care system, the Health Insurance Portability and Accountability Act of 1996 (HIPAA) required the US Department of Health and Human Services to develop and adopt national standards for electronic health care transactions and code sets, including the development of a standard, unique health identifier for each health care provider. The National Provider Identifier (NPI) was established as this standard.
