The main focus of the study is to assess the level of leadership and management skills of the school heads in Iriga City Division as bases for developing competency qualifies. Specifically, it seeks answers to the following questions: 1. What is the profile of the school heads of the public elementary schools in Iriga City Division in terms of personal and professional characteristics?; 2. What is the level of competencies of the school heads as appraised by themselves along the seven domains for school leadership and management behavior indicators: School Leadership, Instructional Leadership, Creating a Student - Centered Learning Climate, Professional Development and HR Management, Parent Involvement and Community Partnership, School Management and Daily Operations, and, Personal Integrity and Interpersonal Effectiveness?; 3. Is there significant relationship between the profile of the school heads and their level of competencies along the seven domains for school leadership and management behavior indicators?; 4. What Comptency Qualifiers can be developed based from the findings of the study?
