520 _aMeaningful use was initiated in 2009 with the American Reinvestment Recovery Act and is focused on infusing information technology into clinical practice to improve patient care. Financial incentives, initiated in 2011, continue to be provided to hospitals and providers who achieve IT adoption goals. Some health sectors, such as nursing homes, were not part of meaningful use legislation. Subsequently, any national efforts to trend the impact of meaningful use legislation on technology adoption have reflected only part of the impact of financial incentives on IT adoption provided to those who achieved meaningful use and not to other sectors.
